Showdown on the Guilford County Budget Thursday 5:30PM

Six Guilford County Commissioners are scheduled to adopt the County Budget on Thursday, June 21st which will include a tax increase of approximately 2.9 cent, no funding from the Arts, no funding for the YMCA, no funding for the Wyndham Championship Golf Tournament, less money for the schools and yes, no funding for the Civil Rights Center and Museum.

This budget has been put together by Paul Gibson, John Parks, Kirk Perkins, Kaye Cashion, Mike Winstead and Billy Yow.  Paul Gibson the Chairman of the board has purposely decided to leave the three African American Commissioners out of the discussion of putting together this budget simply because we will not support the building of a new jail at the cost of 105 million dollars that is not needed.  Instead he has decided to team up with Billy Yow. 

Billy Yow as you may recall is the Commissioner that in 2003 printed a Tee Shirt that was sold briefly on the Internet that showed a little white boy, holding a Confederate Flag in one hand and urinating on the letters of the NAACP.  Billy Yow is also the Commissioner that stated publicly during the search for a new County Manager in 2003, that he will not hire a Manager if he or she  was a member of the NAACP.

Over the past six months that Paul Gibson has been the Chairman of the Board, he has made it clear that he does not intend on including the African American Commissioners in the discussion of running this County.  Under his leadership we have had a record number of votes along racial lines.  We have brought this to his attention on several occassions, however, he has turned a cold shoulder everytime we attempt to talk with him. 

Let me remind you, Paul Gibson is a Democrate who ran at large.  Who campaigned hard in the African American community, visiting churches, going to BBQ's and kissing black babies.  In return the African American community voted for him and made him the highest vote getter in the election.  Since that time Paul Gibson has done a 180 degree turn on support for African American causes.

Billy Yow stated publicly at the last Commissioners meeting that he will not vote for a budget that included funding for the Civil Rights Museum.  Paul Gibson has agreed with Billy Yow to also eliminate all funding not just for the Civil Rights Museum, but funds for the Hayes Taylor YMCA, Atelier Art Gallery, Malachi House and a host of other programs that are located in the African American community.

Also as part of the deal for Billy Yow to support the budget, he has demanded that Rob Bencini the Director of Economic Development for the County be fired and Paul and the others have agreed to do just that.  To may it look smoother, Rob will be removed from his position as Director of Economic Development immediately or shortly after the budger is passed and the Manager will assign Rob to another job within the County.  This will be only a temporary situation, because Billy has also asked the Manager to contact the Guilford County Partnership to see if they can find a job there for Rob, so he can be gone from Guilford County completely.  For the record Rob is a White male, however Billy has made it clear that he does not care for Rob one bit.  Simply because Rob will not allow Billy to bully him around, like Billy does some of the other Department heads.

The budget that will be presented by the six Commissioners stated above will probably be the one that passes, however, I will present another budget for their consideration, that will have a lower tax increase, if not, no tax increase and will be able to fund the arts, other programs and give the school system more funds.

Mr. Alston again you are not being fair. Paul Gibson has worked with you and the other Black commissioners since he has been in office. Earlier this year you served as co-chairman on a committee. You two just couldn’t agree and since he is the Chairman of the board now and you aren’t he went looking for support elsewhere.

As for the jail, the commissioners are all getting e-mail that people don’t want that much money spent on it and would prefer alternatives. Those of the Homeless Coalition and people involved with mental health and addicts and those who simply see incarceration as not always appropriate are behind your efforts in this regard. Mr. Gibson may just find himself in the minority on this issue. Instead of complaining go out and talk to the other commissioners and try to get a commitment for your side.

The cuts for all these non-profits and activities that should not have ever been funded in the first place are a good sign. You have gotten a great deal of money over the years for the Civil Right Museum, in fact a great deal more than any other cause so suck it up and get on with getting the job done by donations.

Paul Gibson has voted with Blacks on many, many issues in the past and probably will again. As for votes along racial lines, well what is new about that in Greensboro/Guilford? And besides, I have never seen the three Blacks on the commission break ranks so the fingers could point both ways. It is called democracy in action Mr. Alston.
More finger pointing at Billy Yow. He doesn’t like someone. So okay, I well remember your badgering a tax collector that investigation after investigation proved it to be nothing more than your dislike and your position on the board made it possible for you to make life hard for him. Don’t point fingers where they can be pointed back Sir.
Why don’t you trust the people and post your proposed budget on this blog Mr. Alston. Perhaps there would be those who would support it if given the opportunity to look it over. Then you can go to the meeting with some people behind you. It would really interest me for one to see what cuts you make to support all the extras and still not increase taxes. If presented at the meeting no one will have the opportunity to look it over and agree with you. It will merely appear to most people as if you are blowing smoke and then when your budget isn’t passed you can brag that yours was better. But if no one sees it then those are just empty words and Skip Alston doing his “thing” again. You do realize that outside of your district you couldn’t win an election as dog catcher don’t you? You have done this to yourself. So, my above suggestion is a good way for you to start regaining some respect from the entire community.

And for goodness sakes get off of Billy Yow. Everyone knows he is a red neck just as everyone knows you are a racist. So what else is new? Sincerely, Brenda Bowers

Brenda, It makes my day when I upset your comfort level and your reactions and statements lets me know that I am on the right track in all that I am doing. Are you sure you aren't of kin to Billy Yow? You take up for him a lot!

As for Paul Gibson, you could not be further from the truth. I have found him to be a wolf in sheep clothing along with John Parks.

Tune into cable channel 13 at 5:30 and you will get a chance to the budget that i will present to the commissioners. I am sure it will be one that even you might support.

I will post the proposed budget on this blog after Thursday. However, it is not really my budget it is a budget that several other Commissioners have come up with that was left out of the process by your good friend and mentor Paul Gibson.

For the record, even though the budget that I will present on tomorrow will be better for our overall community, I realize that it will not pass. Simply because Paul wants you and his fan club to think that he is smart enough to put together a budget without the African American members on that board. That too is the furthest from the truth.

At the risk of being called a friend or relative of Paul Gibson or Billy Yow, I must say that I certainly approve of most of budget proposed by the six commissioners you named. I have always thought that the budget should not include gifts to nonprofits and the schools always ask for more money than they should be given so eliminating these items makes me very happy. You continue to complain about the very same things that you did in the past and try to make the public believe this is something out of the ordinary. I, too, would like to see an alternative to incarceration of many people who are jailed and will support anyone who works to solve that problem. I will be watching for your suggested budget and I will let you know what I think of your ideas.
