A. BUDGET AMENDMENTS
1. Approve Public Health request to increase the FY 2007 budget $1,000 (includes a $33,883 reduction in County Appropriations) as noted below: (Merle Green) Family and Children: $1,000
(1) INCREASE Federal receipts $1,000 to reflect funds to be received from the State Women, Infant, and Children (WIC) Program. Funds will cover travel costs incurred by our County WIC Director while attending an out-of-state conference (WIC Agency Model meeting) in Charleston, West Virginia in April.
(2) INCREASE Other receipts $33,883, DECREASE County Appropriations the same amount, to reflect grant funding received from the Guilford County Coalition on Infant Mortality to support an hourly Position in the "Adopt-A-Mom" Program. Grant funding had not been secured at the beginning of the fiscal year when the budget was prepared.
B. MISCELLANEOUS

A. CONTINUED FROM APRIL 19, 2007 COMMISSIONERS' MEETING - Hold Public Hearing on A-1 Sandrock, Inc.'s (Franchisee) request for an amendment to the A-1 Sandrock Construction and Demolition Landfill Franchise adopted November 6, 2003. Franchisee requests an amendment to the franchise that will reduce its projected financial obligation for closure cost at a point 10 years from the granting of the franchise from $1.5 million to $1 million. Franchisee proposes to provide a surety in the form of an irrevocable trust fund for a term of 50 years and will fund the trust fund with an initial deposit of $800 thousand with 80% of the interest to be reinvested and 20% of the interest income to be paid to the County to offset administrative/monitoring costs relating to the site. This proposal is requested to replace the current obligation of a cash deposit of $1.5 million by Franchisee to Guilford County that would be retained (including interest) by the County during the life of the franchise and shall not be refundable during that period. B. Hold public hearing and approve text amendment for flood damage prevention as proposed and to accept the new FIRM maps for Guilford County and authorize the County Manager to forward the adopted ordinance to FEMA Regional Office for review and approval. (Greg Niles)

A. CONTINUED FROM FEBRUARY 22, 2007 COMMISSIONERS' MEETING. CONSIDER APPEAL OF A REQUEST DENIED by the Planning Board 4 to 3 for a Permit Renewal for a three-year extension for Wild Turkey Minor Land Clearing and Inert Debris (LCID) Landfill (Greg Niles)
B. Appropriate and Approve contract for $150,000 in County funds to Pleasant Garden Community Center (transfer $50,000 from the FY 06-07 budget pledged for Pleasant Garden YMCA, appropriate $40,000 from the General Fund's fund balance representing the Pleasant Garden YMCA's unspent allocation from FY 05-06, and transfer $60,000 from the contingency fund) contingent upon match of $75,000 in funding secured by the Center from other sources for construction of ballfield lighting. C. Appropriate $675,000 from the General Fund fund balance to provide lighting at Guilford County owned parks - Gibson Park and Northeast Park. (Commissioner Coleman)
D. Direct the Manager to study the feasibility of locating the State Youth Development Center at the Prison Farm including the extension of Water and Sewer Services to the proposed site. (Vice Chairman Alston)
